Figure Four to the head is specifically outlawed in High school and college wrestling.
Any move which could cause neck injury or breathing difficulty is either Illegal or Potentially Dangerous and will cause official to stop the match and restart it.
Anyone ever in my area, I'm game to take your double chicken wings, have you roll it into a pin, add a fig4 head scissors & keep it locked on with no time limits & multiple submission rules !!!
You could also lock on a side scissors across your opponents neck - a truly devastating combo I've experienced several times. Not legal, but I haven't wrestled with a ref in a long time !

I have locked it in from "the top"...i.e , with my chest on the back of his neck....then maneuver for a headscissors.
